7.9 Conclusions

Over the past three chapters the book has presented a new way of answering the question ‘who runs elections?’ We have argued that elections are run by governance networks that take different forms within different polities. By looking at four case studies, a new working ideal-type typology for differing networks was provided. Interestingly, in all of the four cases there was a gradual move towards greater pluralism over time: more actors were weighing in to implement elections and shape how they are run. On top of this, some cross-national data was then introduced that suggested that while pluralistic collaborative networks were unlikely to be realised in full, there might be more systems moving in that direction than the old inter-governmental systems than we might expect. Although we should be cautious given the limited number of cases, this suggests quite a profound change in the who runs elections.
